NSW Clean Coal Council and Clean Coal Fund
Ninety per cent of electricity used in NSW is generated from coal-fired power stations. This form of power generation emits 39 per cent of NSW total greenhouse gas emissions. This figure continues to rise as the demand for electricity grows.
The NSW Government's Greenhouse Plan and State Plan set a world first greenhouse gas target of a 60% cut in greenhouse gas emissions by 2050, and a return to year 2000 greenhouse gas emission levels by 2025.
The Government is active in reducing carbon dioxide emissions through a number of projects. The Clean Coal Administration Act was passed in June 2008 and established the NSW Clean Coal Council and the Clean Coal Fund.
NSW Clean Coal Council
The NSW Clean Coal Council brings together representatives from industry (coal and electricity generators), research institutions and the NSW Government to consider how best to support clean coal research and development in NSW.
Functions of the Clean Coal Council
The Functions of the Clean Coal Council are to:
- provide advice and make recommendations to the Government concerning the funding of projects and policies that encourage the development of clean coal technologies;
- advise the Government on policies to encourage the development and implementation of clean coal technologies;
- make recommendations to the Government concerning opportunities for involvement by private and public sector entities in interstate, national and international research projects involving clean coal technologies;
- advise the Government on such other matters concerning clean coal technologies as the Government may refer to the Council.
NSW Clean Coal Fund
'We have a Clean Coal Council which gives advice and administers the NSW Government's $100 million Clean Coal Fund' - Minister Macdonald.
The NSW Government has committed $100 million over four years to the Clean Coal Fund. The NSW June 2009 Budget allocated $16.5 million to the Clean Coal Fund for the year 2009-10.
Purposes of the Clean Coal Fund
The purposes of the Fund are to provide funding:
- for research into, and development of, clean coal technologies;
- to demonstrate clean coal technologies;
- to increase public awareness and acceptance of the importance of reducing greenhouse gas emissions through the use of clean coal technologies;
- for the commercialisation of clean coal technologies.
How to apply for funding
Projects must be designed for coal from mines within NSW or be directly related to aspects relevant to NSW coal production, coal projects or reduction of emissions from coal-fired power stations.
To apply for funding under the NSW Clean Coal Fund, please complete the Application for Funding - under the provisions of the NSW Clean Coal Administration Act 2008 form and attach a full project proposal. Your application will be assessed by the NSW Clean Coal Council and its Technical Working Group. The Minister for Mineral Resources will make the final approval. You will be advised of the outcome of your application in due course.
