Interstate and intrastate certification for moving plants, plant products, soil and equipment

To move plants, plant products, soil, agricultural equipment and other plant related items, within or into NSW or between NSW and other states and territories may require a biosecurity certificate.

The biosecurity certificate provides evidence that quarantine requirements for the destination Australian state or territory have been met to allow the movement to proceed.

A biosecurity certificate may be a Plant Health Certificate (PHC) issued by an Authorised Officer, a Plant Health Assurance Certificate (PHAC) issued by an accredited business under the Interstate Certification Assurance (ICA) scheme (self-certification), or an Area Freedom Certificate.

There are also alternative industry third party accreditation schemes which are recognised by NSW DPI as providing valid certification of meeting specified entry requirements of the intrastate or interstate destination.
